Publicly-available data on immigration detention in Hong Kong is extremely scarce. <\/strong>Considering that detention concerns persons deprived of their freedom, the lack of data is markedly concerning.<\/p>\n\n\n\n

In the past three years, our team has extensively scoured many sources to collect data on immigration detention and vulnerable migrants in Hong Kong. The results of our efforts are shared here. All sources are referenced.<\/p>\n\n\n\n

We screen hundreds of sources<\/strong> to clean and compile data for comparability across time periods and ensure its accuracy. However, in the rare chance that there is an inconsistency, please do not hesitate to contact us through the contact<\/a> form.<\/p>\n\n\n\n

                                Where are people detained?<\/h3>\n\n\n\n

                                In fact, the Immigration Ordinance states immigration detainees can be held in essentially any police, immigration, prison facility as well as border control points.<\/p>\n\n\n\n

                                The two main detention facilities managed by the Immigration Department are Castle Peak Bay Immigration Centre (CIC)<\/strong> and Ma Tau Kok Detention Centre (MTKDC)<\/strong>. As of early 2021, a third detention facility is in use. The former prison Tai Tam Gap Correctional Institution (TTGI)<\/strong> was recommissioned as an immigration detention facility. It is run by the Correctional Services Department instead of the Immigration Department and detainees are subject to the Prison Rules.<\/p>\n\n\n\n

                                How many people are detained yearly?<\/p>\n\n\n\n

                                <\/div>\n\n\n\n

                                The number of detention cases may not equal the sum of yearly admittances into CIC and MTK because 1) one person can be admitted into more than one institution (ex. Admitted to MTK then transferred to CIC) and 2) there are detention facilities other than CIC and MTK. In this regard, the \u2018number of detention cases\u2019 is currently seen as the most relevant number in answering the question \u2018How many people are detained for immigration purposes every year in Hong Kong?\u2019.<\/p>\n<\/div><\/div>\n\n\n\n
