Furthermore, the limited data on detention makes comparative data, such as with prison institutions, increasingly relevant.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-columns section-green is-layout-flex wp-container-core-columns-is-layout-7387b849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:40%\">\n<p class=\"has-large-font-size wp-block-paragraph\">We have looked at thousands of pages of literature and reports, and hundreds of data sources, including- but not limited to:<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<ul class=\"wp-block-list\" style=\"font-size:14px\">\n<li class=\"has-normal-font-size\"><a href=\"https:\/\/www.immd.gov.hk\/eng\/press\/press-publications.html\" target=\"_blank\" rel=\"noreferrer noopener\">Immigration Department Annual Reports<\/a><\/li>\n\n\n\n<li class=\"has-normal-font-size\">Immigration Department Enforcement Stats <a href=\"https:\/\/www.immd.gov.hk\/eng\/facts\/enforcement.html\" target=\"_blank\" rel=\"noreferrer noopener\">webpage<\/a><\/li>\n\n\n\n<li class=\"has-normal-font-size\">Correctional Services Department Stats webpage<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Hong Kong Government submissions to United Nations bodies<\/li>\n\n\n\n<li class=\"has-normal-font-size\">LegCo press releases<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Security Bureau Replies to Finance Committee<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Hong Kong Government <a href=\"https:\/\/data.gov.hk\/en\/\" target=\"_blank\" rel=\"noreferrer noopener\">Data Portal<\/a><\/li>\n\n\n\n<li class=\"has-normal-font-size\">Census and Statistics Department website<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Hong Kong Police Force website<\/li>\n\n\n\n<li class=\"has-normal-font-size\"><a href=\"https:\/\/accessinfo.hk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Access to information<\/a> requests (by others)<\/li>\n\n\n\n<li class=\"has-normal-font-size\">Access to information requests (filed by this project)<\/li>\n\n\n\n<li class=\"has-normal-font-size\"><em>and more<\/em><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<div style=\"height:80px\" aria-hidden=\"true\" class=\"wp-block-spacer mb-0\"><\/div>\n\n\n\n<div class=\"wp-block-jetpack-layout-grid alignfull column1-desktop-grid__span-8 column1-desktop-grid__start-3 column1-desktop-grid__row-1 column1-tablet-grid__span-8 column1-tablet-grid__row-1 column1-mobile-grid__span-4 column1-mobile-grid__row-1\">\n<div class=\"wp-block-jetpack-layout-grid-column wp-block-jetpack-layout-grid__padding-none\">\n<h3 class=\"wp-block-heading\" id=\"what-are-the-difficulties-in-finding-data\">What are the difficulties in finding data?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Thus, the difficulty of finding data on detainee population is in part due to the fact that detainees may be scattered across multiple institutions <strong>under the authority of multiple departments.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another difficulty is that datasets that cover different time periods <strong>might not use the same measurement<\/strong>; this makes merging datasets to get a larger time period not possible.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"measurements-and-units\">Measurements and units<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Data measures that have been used in the datasets we encountered include:<\/p>\n\n\n\n<ul class=\"has-normal-font-size wp-block-list\">\n<li>yearly admittances,<\/li>\n\n\n\n<li>average daily population, and<\/li>\n\n\n\n<li>a snapshot of the population at a given date (ex. end of the month, end of the year)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Yearly admittances can illuminate the scale of turnover in a facility while average daily population could be useful to understand which years a facility is closer to capacity. However since average daily population would never exceed the capacity of the facility, a broader comparison between facilities may remain limited.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div
