Why were people detained? There are several ways to answer this question. From the perspective of official government data, what we were able to collect is the end of month detainee population at Castle Peak Bay Immigration Centre and Ma Tau Kok Detention Centre, broken down by the sections of the Immigration Ordinance (Cap. 115) or Immigration Service Ordinance (Cap. 331) they were held under.
In other words, the charts show the detainee population at CIC and MTKDC at a snapshot in time, and what broad categories and sections of the immigration laws they were held under.
